Steps
1Offload unused apps
Settings > General > iPhone Storage > enable Offload Unused Apps. App data stays, only the app file is removed.

3Delete WhatsApp large files
WhatsApp > Settings > Storage and Data > Manage Storage, and delete big videos.
4Clear Safari data
Settings > Safari > Clear History and Website Data removes cached bulk.
5Review large attachments
