Shram swikriti - the labour approval or permit - is the Department of Foreign Employment's departure clearance for paid foreign employment under the Foreign Employment Act. Almost every work departure needs it, whether Gulf, Malaysia, Korea after selection, Japan or Europe.
Without a valid approval recorded in the system, workers face offloading at the airport, detention risk abroad, and zero insurance or Welfare Fund cover. Steps
1Confirm you need it and pick your route
Paid foreign employment needs prior approval: institutional (licensed manpower holding an approved demand), individual first-time (your own visa, e.g. family sponsor or direct company visa), or re-entry (returning to the same employer after home leave). Government-to-government selections like Korea EPS still end in the same permit step. Visit-visa travel for work is not a route - it is illegal and uninsured.
2Verify agency licence and demand first
On dofe.gov.np check the licensed-agency list for active status today, then match the demand's pre-approval number to country, company, job title, salary and quota. No verifiable licence plus demand means stop and pay nothing.
3Log in or register in FEIMS
At feims.dofe.gov.np use the worker panel: passport number, date of birth in AD, then password or OTP prompts. New users register when the system says the account does not exist, filling basic, NID/visa, bank and family details plus mobile verification. Full login steps are in the FEIMS guide on this site.
4Apply with the correct permit type
Inside FEIMS open Apply For Work Permit and choose new (first-time), re-entry/renew (same employer return) or legalization only when instructed. Link Social Security Fund registration as prompted - most flows now require it before approval.
5Upload matching medical, orientation and contract proofs
First-time: listed-clinic medical fitness, 2-day pre-departure orientation certificate, visa/contract/demand, insurance plus Welfare Fund and SSF receipts. Re-entry: old sticker, arrival stamp, current visa/ID and self-declaration. Names and dates must match letter-for-letter; blurry scans stall files indefinitely.
6Pay inside FEIMS and track to E-Sticker
Totals are computed in FEIMS by age, contract period and permit type and paid via bank or eSewa, Khalti and connectIPS. Agency service charges follow DoFE caps by destination. Track progress in your own login to the E-Sticker and cross-check by passport number on dofe.gov.np - never buy tickets on agent screenshots.

Can I fly on a visit visa and get the permit later?
No. Departing for work on a visit or tourist visa is illegal, risks offloading and detention, and voids insurance and Welfare Fund claims.
